Charged with the responsibility of the advocacy and protection of vulnerable citizens and Floridians with unique needs by safeguarding their constitutional and human rights through investigation and oversight review of the Executive Branch's administration of the State's health and human services delivery system including all federally mandated health and human services programs and contractors. Requirements included conciliation of client complaints with seven state executive departments, drafting and presentation of records access warrants to the judiciary; administrative rules promulgation and negotiation of data sharing agreements within Florida state government. Appearance on behalf of the Council before the Florida Legislature including consultation and coordination of health and human services policy implementation. Coordination with Office of Policy & Budget in the Governor’s Office on transfer of the Council from state department level to integration within the Executive Office of the Governor.

Designated trial attorney for general felony prosecutions before the circuit court. Responsible for the case preparation, evaluation and prosecution of violent and non-violent felonies. Assisting law enforcement agencies for investigating ongoing criminal enterprises including the drafting and approving of search warrants, wiretaps and pen registers. Prosecution of defendants qualifying as career criminals. Prosecuted two capital murder cases successfully with results of obtaining death sentences.
