Ms. Borissov represents energy and communications companies, water and sewer utilities, cooperatives, and small businesses in a variety of practice areas including regulatory law, cooperative law, corporate governance, labor and employment matters, commercial transactions, real estate matters, and corporate compliance. Ms. Borissov began her legal career as an Associate with the firm in 2007 and represented electric, gas, and telecommunications clients before the Indiana Utility Regulatory Commission in territory and interconnection disputes, general investigations, fuel cost adjustment proceedings, financing petitions, and rate cases. She also represented clients in commercial contract negotiations, labor and employment matters, real estate transactions, easement acquisitions, and long-term license agreements.
Prior to returning to the firm as a Partner in 2016, Ms. Borissov spent five years working for a large investor-owned utility company where she provided legal counsel regarding regulatory and business matters including rate cases, financing cases, regulatory compliance, infrastructure investment decisions, and customer complaints. Ms. Borissov represented the company in its petitions for regulatory approval of numerous new rate adjustment mechanisms, more than $900 million in new environmental compliance equipment and nearly $2 billion in infrastructure improvement investments.
As an attorney, she leverages her substantial technical and business experience to understand complex economic, financial, and accounting issues that affect her clients. Ms. Borissov also serves as a trusted business advisor by creating valued business partnerships with clients and external stakeholders, proactively identifying opportunities for the client, and maintaining a firm understanding of her clients’ business and political drivers.
