Vivien Jane Monaco

Vivien is a partner in Watson Sloane’s Finance, Government Relations, Land Use & Zoning and Real Estate groups. Her real estate practice focuses on serving clients in areas related to land use, zoning, growth management law, environmental and local government issues. This focus includes assisting clients with matters relating to development permitting and other approvals, impact fees, entitlement issues, bid protests, and alcoholic beverage licensing. In matters related to public finance, Vivien’s practice includes representation of issuers, financial institutions, underwriters, and investors in connection with the public and private offering of municipal and corporate securities.
Vivien is Board-Certified by the Florida Bar in City, County and Local Government Law and served as an Assistant County Attorney for the Orange County Attorney’s Office. Throughout her 15 years as Assistant County Attorney, Vivien represented and advised the County Mayor, Board of County Commissioners and departments and divisions on a variety of matters relating to planning, zoning, land use, transportation, impact fees, and concurrency. Her experience with the County Attorney’s Office also encompassed negotiating contracts with property owners and developers, representing the county in appellate litigation, and drafting ordinances and resolutions. She also drafted proposed amendments to state legislation for the county.
Prior to joining Watson Sloane, Vivien was nominated by the FBI Chief Division Counsel and selected for the FBI Citizens Academy, Spring 2018 class. The FBI Citizens Academy is an eight-week program to give business, religious, civic, and community leaders an inside look at the FBI. In addition to her practice, Vivien serves as an Adjunct Professor at Barry University School of Law in the areas of Florida constitutional law and land use law.
