Walter Franklin Wiggins Jr
Walter F. Wiggins, Jr. received his Bachelor of Arts degree, cum laude, from Loyola Marymount University in 1983 with majors in Political Science and History. Wiggins received "Honors at Entrance" status and was awarded the Jesuit Community Scholarship. At LMU Wiggins was active in student government, was a member of the university's Honors Program, and was inducted into Phi Alpha Theta, the national History Honor Society. In his senior year, Wiggins was designated the liaison between the student body and the Board of Trustees, the governing body of the university. Wiggins also served as President of the Young Republicans (LMU chapter) and was appointed by gubernatorial candidate George Deukmejian (subsequently California Governor) to be his campus representative. As an undergraduate Wiggins completed a summer curriculum in Irish Politics and Government at Trinity College in Dublin, Ireland, through the Council on International Educational Exchange. In 1982 he received a degree in French Civilization (Certificat de Langue Francaise, Degre Superieur Semestriel) from the Sorbonne (University of Paris), Paris, France. While studying at the Sorbonne, Wiggins participated in a cultural exchange program in the former Soviet Union, visiting Moscow, Leningrad (now St. Petersburg) and Kiev, and engaging in constructive dialogue with Soviet apparatchik in each city. Wiggins went on to complete graduate work in Washington, D.C., and in 1985 earned a Master of Science degree in Foreign Service from the Georgetown University School of Foreign Service, where he studied under future U.S. Secretary of State Madeleine Albright and other luminaries of the United States Government and diplomatic corps. Thereafter, Wiggins completed law school at the University of Southern California (Los Angeles, California), and received his Juris Doctor degree in 1988.
