Halley Fisher

Halley Fisher has been practicing U.S. immigration law with Cascadia Cross-Border Law in Bellingham, WA since 2019.
Halley handles U.S. immigration and citizenship matters, specifically employment-based U.S. immigration for professionals, entrepreneurs, athletes, artists, and religious workers. She is especially passionate about helping people in the outdoor, clean tech, and sports industries access the United States. While Halley works with people from all around the world, the majority of her clients are Canadian businesses and individuals seeking to expand to the U.S. market/workforce. She currently serves as an Advisory Board member of the Border Policy Research Institute at Western Washington University.
Halley received her Juris Doctor degree from Northeastern University School of Law. During law school, Halley received high honors in various subjects including Torts, Civil Procedure, Immigration, Trial Practice, and Evidence. She was a member of the Domestic Violence Clinic and the Immigrant Justice Clinic, and completed internships with Alaska Institute for Justice and the Human Trafficking Division of the Massachusetts Office of the Attorney General. Halley also served as a judicial intern at the U.S. District Court for the District of Vermont.
Halley is originally from Richmond, Vermont. She lived and learned in Boston for eight years before moving to Washington to join Cascadia. She holds a Bachelor’s Degree in English Literature from Northeastern University, where she enjoyed playing lacrosse, volunteering with America SCORES, and participating in Northeastern’s unique co-op program. Halley is an avid runner and all-around lover of the outdoors. In her free time, she enjoys mountain biking with her pup Murphy, yoga, skiing, and experimenting with new recipes.
