
Layn R. Phillips

Layn R. Phillips, founder of Phillips ADR Enterprises (PADRE), is a former U.S. Attorney and U.S. District Judge. Appointed at age 35 by President Reagan, he presided over 140+ trials in Oklahoma, New Mexico, and Texas, and sat by designation on the Tenth Circuit Court of Appeals.
Earlier, Judge Phillips served as an Assistant U.S. Attorney in Los Angeles, and at age 31, was nominated as U.S. Attorney for the Northern District of Oklahoma. After leaving the bench, he spent 23 years at Irell & Manella, focusing on complex civil litigation, internal investigations, and alternative dispute resolution.
He later founded PADRE, specializing in mediation of high-stakes disputes. Over the past decade, he has overseen cases leading to billions in settlements annually. Notable matters include the NFL Concussion Litigation, Petrobras Securities Litigation, Rocky Flats Nuclear Plant Litigation, Michigan State Sexual Abuse Cases, Vioxx Securities Litigation, and the Anthem Data Breach and Wells Fargo Securities cases. He also serves as the NBA Systems Arbitrator.
Judge Phillips was named one of the 10 Outstanding Young Americans by the U.S. Junior Chamber of Commerce and is a Fellow of the American College of Trial Lawyers. LawDragon Magazine has listed him among both “Leading Judges in America” and “Leading Litigation Attorneys in America.” Chambers and Partners named him a top seven U.S. mediator in 2016.
He earned his B.S. and J.D. from the University of Tulsa and pursued LLM studies at Georgetown in antitrust and economic regulation. A collegiate tennis standout, he captained the University of Tulsa team and was inducted into its Athletic Hall of Fame.
Judge Phillips lives in Laguna Beach, California, with his wife, Kathryn. They have three grown children—Amanda, Parker, and Graham—and two grandchildren, Stella Kathryn and Owen Layn. He enjoys traveling and has visited every continent.
