Marc Napolitana
Marc T. Napolitana, an Associate in Tully Rinckey PLLC’s Washington, D.C. office, practices in support of clients needing representation in Military Law and National Security Law. Marc brings his extensive legal experience to Tully Rinckey from the U.S. Marine Corps Defense Services Organization (National Capital Region) and two private law firms. His extensive experience handling security clearance review triggers with respect to personal conduct, alcohol, drugs, financial considerations, criminal conduct, handling of classified information, and misuse of information systems will augment the firm’s security clearance representation expertise.
Prior to joining Tully Rinckey, Marc spent his entire legal career on active duty in the U.S. Marine Corps as a defense counsel. He was selected for the Marine Corps Advance Trial Advocacy Competition at American University in Washington D.C. In 2018, he was named the “Defense Counsel of the Year” for the United States Marine Corps (National Capital Region) and he was assigned as the Training Officer for all attorneys and enlisted staff in the Marine Corps Defense Services Organization (National Capital Region) on topics such as advocacy, litigation and military justice.
He has successfully defended Marines in contested criminal trials who were acquitted of serious charges, including attempted murder, maiming, sexual assault, aggravated assault, wrongful use of a controlled substance and driving under the influence. He has served as first chair counsel on more than 75 administrative separation boards and boards of inquiry, where Marines and Sailors were facing discharge from the Naval Service. Marc also has prepared multiple expert witnesses to testify at motions hearings and for trial, and conducted direct and cross examinations of expert witnesses at trial and in administrative hearings.
