Hello. My name is Neil Ognibene, and I’m the head of the Hoyer Law Group’s federal employment practice. I have practiced law and investigated employment matters within the federal government for close to ten years. Before joining the Hoyer Law Group, I managed an investigation firm dedicated to investigating complaints of employment discrimination, harassment, and whistleblower retaliation filed by employees of various federal agencies. After several years of serving as a neutral, third party fact-finder, I had witnessed enough injustice in the federal government that it was time to put my advocacy skills to use and begin fighting for employee rights. To our clients, it feels a bit like David taking on Goliath when the defendant is the federal government. However, that’s where I draw my inspiration – knowing that, without my firm’s assistance, our clients' concerns are all too often squashed or swept under the carpet by the likes of the mighty Goliath.
I have handled most, if not all, facets of the federal administrative system – taking cases from intake, through formal investigations, discovery, and litigating before the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB); I have extensive experience initiating complaints with the Office of Special Counsel (OSC) and the Office of Inspector General (OIG), as well as appealing matters to the Office of Federal Operations (OFO); and I have successfully attained favorable judgments and negotiated high-dollar settlement agreements.
I earned my Bachelor of Arts degree from the University at Buffalo, graduating with distinction in 2001; and I earned my Juris Doctor from the University of Richmond in 2004. I am a man of strong faith; and I donate regularly to the St. Jude’s Children’s Research Hospital and the ASPCA. I am beyond grateful that God has blessed me with good health, an amazing family, and the ability to help those who are otherwise unable to help themselves.
