Biography

Stephen D. Simpson is an associate attorney in Tully Rinckey PLLC’s California office, where he focuses his practice on military law. Prior to joining the firm, he spent nearly eight years on active duty as a Marine Corps judge advocate, focusing on litigation and complex criminal matters. Stephen is uniquely experienced in all aspects of military justice, having served as a prosecutor, defense counsel, as well as victims’ legal counsel. He continues to serve as a Captain in the Marine Corps Reserves.

First stationed overseas in Okinawa, Japan, Stephen had the unique experience as a prosecutor, working not only with military police and federal law enforcement agencies such as NCIS but also with Japanese and Korean law enforcement in a wide variety of complex cases involving sexual assault, child exploitation, and financial crimes. In his time as a defense counsel, he represented officers and enlisted Marines and Sailors in all aspects of military justice, from administrative separation hearings to felony-level general courts-martial. Lastly, as victims’ legal counsel, Stephen represented uniformed service members, their dependents, and Japanese citizens who were victims of sexual assault, domestic violence, and other crimes, protecting their rights throughout the military justice process.

Stephen ended his active duty service onboard Camp Pendleton, the Marine Corps’ largest base and busiest legal center, where he served as a prosecutor and team leader. He continued to litigate complex cases involving drug and weapons trafficking, complex financial fraud, and sexual assault.

Stephen obtained his juris doctorate from the Seattle University School of Law. He received his undergraduate degree cum laude in political science with a minor in history from California State University, Fullerton. He is licensed to practice law in the states of Washington and Minnesota.
